#### What you may have missed at Metro Council: $250K for a housing plan, Titans’ security buildout, a boarding house crackdown, and more.

*From [Megan Podsiedlik](https://pamphleteer.co/author/megan/)*

You’ve seen the headlines: the NDOT deal that sidelined Councilmember Sandra Sepulveda’s [No Right on Red](https://www.newschannel5.com/news/right-on-red-bill-is-going-away-but-nashville-drivers-will-still-see-new-restrictions?ref=pamphleteer.co) legislation, a [grant](https://fox17.com/news/local/nashville-leaders-accept-42m-state-grant-for-school-resource-officers?ref=pamphleteer.co) for school resource officers at MNPS, and a new [solar agreement](https://www.tennessean.com/story/news/local/davidson/2026/10/21/solar-energy-nashville-fairgrounds/92350346007/?ref=pamphleteer.co) for the Nashville Fairgrounds. Here are a few other things that happened during last week’s Metro Council meeting that may have flown under your radar.

**$250K contract for Nashville’s permanent supportive housing plan (final reading)** As[ approved](https://councilwatch.pamphleteer.co/legislation/BL2026-1568?ref=pamphleteer.co) by Metro Council, Focus Strategies will spend 16 months developing a needs analysis, funding strategy, and implementation plan for the Planning Department’s Housing Division. The contract is estimated at $250,000, can be extended up to 60 months, and any changes require 21 votes from council.

**Titans cleared to build stadium security under Interstate Drive (adopted)** The Metro Council[ authorized](https://councilwatch.pamphleteer.co/legislation/RS2026-2344?ref=pamphleteer.co) the Titans to install loading-dock security equipment, a crash-wall footing, and a telecom vault beneath Interstate Drive, along the new Nissan Stadium’s east side. The team pays all construction and maintenance costs, covers Metro against any claims tied to the project, and must carry liability insurance naming the city. Metro can revoke the permission at any time and make the Titans remove installations at their own expense. Neither the resolution nor the signed license agreement charges the team a fee for using the public right-of-way, and it’s unclear whether standard permit fees apply.

**Boarding house loophole closed (final reading)** The council [passed](https://councilwatch.pamphleteer.co/legislation/BL2026-1520?ref=pamphleteer.co) a cleanup bill that defines any home renting separate rooms to people as a “boarding house,” whether or not services are offered. The old definition only included places that provided care, supervision, or rehab. As a result, operators could dodge the label by saying they offered no services, which matters because boarding houses aren’t allowed in single-family and two-family zones.

**Mailed rezoning notice for renters (first reading)** Passed on its first of three readings, this[ legislation](https://councilwatch.pamphleteer.co/legislation/BL2026-1610?ref=pamphleteer.co) would send rezoning notices to every dwelling unit within 1,000 feet of the change, not just property owners. Rezonings of apartment complexes and mobile home parks would also require signs at every entrance. If passed, it would take effect January 1, 2028.

**Human Relations Commission to lead youth online-extremism awareness campaign (second reading)** Passed[ as substituted](https://councilwatch.pamphleteer.co/legislation/BL2026-1450?ref=pamphleteer.co) on its second of three readings, the “Keep Kids Safe Online Act” directs the Human Relations Commission, with police consulting, to build public education on how online networks groom, exploit, and radicalize kids. If passed, it would include a public resource on warning signs and how to report concerns, and the commission and police would report to the council within a year. The substitute moved the lead from police and the Mayor’s Office to the Human Relations Commission and widened the focus beyond “nihilistic violent extremism.”

**Fiber provider gets a 15-year franchise for $15K a year (final reading)** The council[ approved](https://councilwatch.pamphleteer.co/legislation/BL2026-1570?ref=pamphleteer.co) a franchise with Vero Fiber Networks to run broadband-only fiber in Metro’s right-of-way for $15,198 a year. The cost-based fee is in place of the 5 percent revenue fee Tennessee courts struck down. The fee can be renegotiated at years 5 and 10\. Vero must post a $500K bond and bury its lines where other utilities are already underground.

#### HEADLINES

- ☀️ **Nashville to turn fairgrounds rooftops into solar energy source**
Last week, Metro Council approved a $2.35M rooftop solar project on the Fairgrounds expo halls and arena. Metro will build and run the system and Nashville Electric Service (NES) will buy the power. It’s expected to produce enough power for about 170 homes, and bring Metro $100K-$160K a year. It’s already paid for in the mayor’s 2025 capital plan and is set to finish in early 2027\. ([Tennessean](https://www.yahoo.com/news/us/articles/nashville-turn-fairgrounds-rooftops-solar-134536197.html?ref=pamphleteer.co))
- **🚦 NDOT to ban right on red at seven intersections**
In the next couple of weeks, NDOT will ban right turns on red at seven intersections, including 12th Ave. N. & Broadway and Rosa L. Parks Blvd. & Church St. It will also give pedestrians a head start at seven intersections with new walk signals. The plan is much narrower than CM Sandra Sepulveda’s proposed citywide ban. She withdrew her bill Tuesday after NDOT agreed to make these changes and study more locations. ([WPLN](https://wpln.org/post/ndot-will-ban-right-turns-on-red-lights-at-these-nashville-intersections/?ref=pamphleteer.co))
- ⚖️ **Blackburn drops objection to Trump judicial nominee**
Senator Marsha Blackburn, the GOP nominee for governor, reversed course and signed the “blue slip” for Samuel Adkisson, a White House associate counsel whom Trump nominated for a federal judgeship in East Tennessee. Her earlier objection had led to his September 30 hearing being skipped. She gave no public explanation, but she requires face-to-face meetings with nominees, and the two reportedly hadn’t met until shortly before she signed. Her office says she wants him confirmed before the end of the year. ([State Affairs](https://pro.stateaffairs.com/tn/courts/blackburn-signs-adkisson-blue-slip?ref=AAAAAAAGJ7sAANioAA))
