#### Public trust takes yet another hit after the O'Connell administration fumbles a critical contract. What else could it be costing Nashvillians?

*From [Megan Podsiedlik](https://pamphleteer.co/author/megan/)*

Last week, Metro Council approved an amended $3.95 million [cooperative purchasing agreement](https://councilwatch.pamphleteer.co/legislation/RS2026-2264?ref=pamphleteer.co) with Motorola Solutions for public safety software to be used by the Metro Department of Emergency Communications. But over the last month, the contract drew [intense scrutiny](https://vanderbilthustler.com/2026/10/11/nashville-metro-council-approves-motorola-contract-amid-surveillance-concerns-defers-vote-on-right-on-red-restrictions/?ref=pamphleteer.co) as council members questioned the surveillance implications of its computer-aided dispatch software and Motorola’s ties to U.S. Immigration and Customs Enforcement.

“Motorola is not the best partner in the world,” said Councilmember Ginny Welsch when calling for a deferral on the legislation. “They were major supporters of Project 2025, and as one of our public commenters spoke earlier about, they also support ICE and Border Patrol, so they're not necessarily the best company to keep company with.”

“You cannot use this contract for things covered under the surveillance code because to approve something under the surveillance code, it requires a public hearing for approval,” explained the mayor’s Senior Director of Legislative Affairs, Dave Rosenberg, who defended the clear boundaries in which Motorola and Metro can integrate this already existing technology.

But a larger issue has been almost completely lost amid the debate over surveillance: Why was the contract brought before the council at the last minute, and was it truly secured through a competitive process?

“This agreement, which is an existing agreement, ended at the end of July, so we are operating under a good faith extension, I guess you'd say, of that contract at this point,” explained Councilmember Jason Spain, who spoke in support of the contract. “If this is not renewed, the Department of Emergency Communications has said they'll have to go back to a pad and paper, basically, to handle dispatch to make sure that NFD (Nashville Fire Department) and MNPD are getting to where they need to go to take care of our citizens.”

Councilmember Quin Evans Segall supported the resolution but criticized the administration for delays in bringing the contract before the council while acknowledging that the mayor’s office is attempting to comply with the law.

“I think it is embarrassing as a city that we have been operating this way, and I also think we wouldn't be here if the community believed that we were good at self-policing the use of surveillance,” said Segall.

As Spain mentioned, Metro is using Motorola’s existing Sourcewell contract. At one point, the contract was competitively awarded, but an extension doesn’t necessarily open up another competitive bidding process, potentially limiting opportunities to find better prices or services.

You may recall a similar concern raised by JC Bowman over Metro Nashville Public Schools’ [ballooning budget](https://pamphleteer.co/newsletter/how-to-polish-a-rotten-report-card/): vendors win contracts through competitive bidding, only to secure noncompetitive extensions and add-on services that drive up costs while reducing oversight—potentially creating opportunities for waste, conflicts of interest, or improper arrangements. In both cases, once a vendor gets its foot in the door, a sense of urgency can lead to abbreviated vetting, diminished competition, and, ultimately, a loss of public trust.
