This week, the public comment period proved the tradition extends beyond the dais. Much of the excitement during last night’s meeting happened after appointments and before the council jumped into the main agenda. The gallery was full of people opposing the new national U.S. Department of Homeland Security enforcement call center now slated for Donelson. “All are welcome here except ICE” and “Hang up on ICE” were among the signs held by the crowd. You might be wondering: Wait, was there something about the ICE call center on the agenda? There was not. But several council members have publicly denounced the facility and are actively looking for ways to block its relocation to Davidson County. "We are currently looking at legislation that would look at any zoning and permitting at this time," Councilmember Sandra Sepulveda said at a [press conference](https://www.nashvillescene.com/news/pithinthewind/metro-council-explore-resisting-ice-call-center/article%5F2fd1407c-e7e4-5f99-9772-c11c55ecf77d.html?ref=pamphleteer.co) in August, perhaps hoping to take a page from the Zoo data center playbook. Those who publicly commented their opposition to the call center during last night’s meeting encouraged the council to take action in vivid terms. “We won't stop this regime or their fascist clown car tonight, but we need to let them know that their circus tent of a call center is not welcome in our city,” said Trevor Silva, before warning the council. “Remember that if you choose to stay willfully ignorant to the plans they have so clearly laid out to conduct from centers like this, that doesn't make you innocent. It makes you complicit.” **No Right on Red** As for the No Right on Red discussion, there really wasn’t one. Instead, the body passed the legislation on second reading, as [substituted](https://nashville.legistar.com/View.ashx?M=F&ID=15853688&GUID=0011B2CA-1399-4C7B-A000-F7D72AD5C5AF&ref=pamphleteer.co) by sponsor Sandra Sepulveda, narrowing the bill’s scope. As rewritten, it would initially only allow No Turn on Red at 59 previously studied downtown intersections. And following further review of [386 additional intersections](https://www.wsmv.com/2026/09/15/traffic-commission-approves-drastically-scaled-back-proposal-ban-right-turns-red-nashville/?utm%5Fcampaign=daily%5Fdigest&utm%5Fsource=newsletter-daily&utm%5Fmedium=email&user%5Femail=1c3730980b7222067f3133bf9520c8629f6eaeada977ec764e138b9737ef80ba&user%5Femail%5Fmd5=ed216d6b12c4e2a64852dd2d4b7efb15&lctg=60e70ca9e03efb5b79694047) over the next nine months, the Nashville Department of Transportation could also determine whether to implement No Turn on Red at those locations. “That does not mean that they are going to be recommended for No Right on Red,” said Councilmember Sean Parker of the additional intersections. “It means that NDOT will take the time to study those.” At the request of Councilmember Jacob Kupin, whose district would be most affected by the legislation, Sepulveda deferred the bill for one meeting to allow time for a community meeting. There will also be a re-referral of the legislation to the Transportation and Infrastructure Committee before its final reading. **Small Business Incentive Grants** The council also passed the mayor’s small business incentive grants programs [bill](https://nashville.legistar.com/LegislationDetail.aspx?ID=8192093&GUID=26B534A3-7EA1-4552-A1BC-01949ABFF25B&ref=pamphleteer.co) on its second reading with little discussion. But Councilmember Joy Styles, who is [challenging O’Connell](https://nashvillebanner.com/2026/01/20/metro-council-joy-styles-nashville-mayor-candidate/?ref=pamphleteer.co) in the upcoming mayoral election, reluctantly supported the bill despite calling it “tone-deaf”: > *I'm concerned about performative acts because if we were really serious and genuine about wanting to help small businesses, I think we would have put more than $300,000 in an account. And I think these businesses are going to need more than a couple dollars to function. I hope that if this program is going to exist when we get to next year's budget, we are going to give a substantive amount that's actually going to alleviate the stress as we continue to hear complaints from business owners post the property tax.* **The Rest** A few important bills passed on final reading, including Councilmember Erin Evans’ bill, which would increase transparency and accountability around Nashville’s [opioid settlement funds](https://nashville.legistar.com/LegislationDetail.aspx?ID=8124380&GUID=07466022-FB89-4BF5-B4FF-5BD69B5ED61E&ref=pamphleteer.co). With no pushback, the council also approved the [FY2027 budget](https://nashville.legistar.com/LegislationDetail.aspx?ID=8168555&GUID=93358AB0-D555-4727-A432-875ED423FBA1&ref=pamphleteer.co) for the Midtown Central Business Improvement District. An impactful 30-year [solar services agreement](https://nashville.legistar.com/LegislationDetail.aspx?ID=8168503&GUID=CF734D69-B289-4074-B27C-309B3A722DDB&ref=pamphleteer.co) for the Juvenile Justice Center passed, which is significant because it could set a precedent for how Metro partners with private providers on future solar installations. The group is seeking a jury trial and damages while continuing to challenge Cheekwood's traffic, zoning, and parking-related impacts on surrounding neighborhoods. ([Tennessean](https://www.tennessean.com/story/news/local/davidson/2026/09/15/neighbors-cheekwood-defendant-lawsuit-nashville/91775847007/?ref=pamphleteer.co)) - 💅 **The Capitol will turn pink again for Dolly on Sept. 25, a nod to her song “9 to 5.”** Upon the passing of Dolly Parton, the Tennessee State Capitol Commission approved a policy allowing the governor, state House speaker, and state Senate speaker to jointly authorize special colors for the Capitol cupola without waiting for a full commission meeting. The expedient nature of the initial request was in violation of a new rule requiring a publicly notified vote of a color change and has left leaders contemplating whether a carve-out is needed for the new rule.
