These amendments address three different issues: bail, property taxes, and the rights of crime victims. Before you pull the lever, here’s what you need to know. **Amendment 1:** this amendment addresses Tennessee’s constitutional rules about bail for people accused of certain serious crimes, including but not limited to terrorism, second-degree murder, and certain aggravated rape offenses. The amendment would let judges deny bail to people accused of certain very serious crimes, such as terrorism and second-degree murder, when the legal requirements are met. **Amendment 2:** this amendment prohibits the Tennessee General assembly from levying, authorizing, or otherwise permitting any state tax property tax. But this would not eliminate local property taxes collected by counties and cities, so local governments could continue to tax property. **Amendment 3:** this amendment would expand constitutional rights for crime victims. If passed, victims would have stronger rights to be informed about proceedings, parole, and release dates, speak at certain hearings, and have their and the public’s safety considered before an offender is released. You can locate the Tennessee amendments on your [sample ballot](https://sos.tn.gov/elections/announcements/2026-proposed-constitutional-amendments?ref=pamphleteer.co). ✰ ✰ ✰ #### ✹ **THE LIMITS OF MASTERY** [![](https://pamphleteer.co/content/images/2026/09/6f7d85ca-d374-4980-b2d3-ceb9d50dfa90.jpg)](https://luma.com/the-vq7c?ref=pamphleteer.co) **The Limits of Mastery with James Poulos** As AI grows more powerful, the question is no longer just what machines can do, but whether human beings still know how to govern themselves. James Poulos argues that our technological age is forcing an older question back into view: What does real self-mastery require? Join us Wednesday, October 7 for a conversation on AI, Dostoevsky, human agency, and the spiritual stakes of technological power.
