#### How Metro has been working to tighten vendor oversight since the Collier Engineering scandal exposed accountability gaps seven years ago.

Years ago, Collier Engineering, a firm based in Nashville holding contracts with Metro, came under scrutiny after concerns arose about the company [schmoozing](https://www.tennessean.com/story/news/2019/01/30/metro-nashville-contractor-audit-collier-engineering/2709419002/?gnt-cfr=1&gca-cat=p&gca-uir=true&gca-epti=z1168xxe1168xxv004346d--48--b--48--&gca-ft=164&gca-ds=sophi&ref=pamphleteer.co) Metro officials with access to company perks like luxury suite tickets at Bridgestone Arena, Nashville Predators games, and NCAA March Madness basketball games. 

Metro’s subsequent [investigation](https://www.tennessean.com/story/news/2019/02/13/nashville-and-collier-engineering-things-know-investigation/2859102002/?gnt-cfr=1&gca-cat=p&gca-uir=true&gca-epti=z115551e1175xxv115551d--61--b--61--&gca-ft=164&gca-ds=sophi&ref=pamphleteer.co) into the incidents exposed gaps in oversight and accountability in its management of vendors. During yesterday’s Metro Audit Committee [meeting](https://www.youtube.com/watch?v=Ua28wqR15sE&ref=pamphleteer.co), the body discussed how Metro plans to strengthen its monitoring and oversight processes going forward.  
  
“Respectfully, there was no appropriate reckoning for that ever, relative to that contractor with whom we still contract and work to this day,” said committee member and Vice Mayor Angie Henderson of Collier. 

“They are now behaving better, but there was no accountability,” continued Henderson later in the discussion. “There was no, you know, debarment…. So that, I think, has really generally negative implications for Metro government writ large.”  
  
“I just think 100 percent the departments are in the best position to identify appropriateness,” said an official during discussion of unaccounted for billed hours that were found when investigating the vendor. “I think you've kind of raised that one of the premier elements of this entire situation is that you did have someone in the department potentially who maybe wasn't engaged in the most effective review of those invoices."

Officials identified strengthening department-level oversight as the core defense against sketchy billing, since departments know their contracts and scopes best. Metro is also implementing a required annual procurement summit and courses to build relationships, teach ethics and fraud indicators, and make staff more comfortable flagging issues without fear of retaliation.  
  
A vendor-performance framework is also being expanded so evaluations can be shared across Metro and factored into future awards. In addition, procurement code language was updated to give clearer grounds for suspension or debarment. Finance also plans to study a targeted cost-benefit analysis for electronic invoicing and analytics on larger multi-department contracts, aiming to catch cross-department overbilling without having to do a system-wide overhaul.

- **⚖️ Christa Pike's execution temporarily stayed.** A federal appeals court temporarily halted Christa Pike’s execution shortly before she was scheduled to receive a lethal injection in Tennessee. The Sixth Circuit is considering whether her latest legal challenge—centered in part on her history of childhood abuse and trauma—can reopen her federal case; the stay does **not** overturn her conviction or death sentence. - 🎻 **Nashville Symphony CEO steps down amid financial crisis.** Nashville Symphony President and CEO C. Mark Cantrell stepped down Tuesday after less than two months in the position, with Mark Tillinger taking over immediately. The leadership change comes as the symphony faces a severe financial crisis: it has suspended the remainder of its 2026–27 season, furloughed all 77 orchestra musicians and 27 full-time staff members, and reported a roughly $10 million operating deficit. - **🦠 Potentially toxic algae found at Centennial Park pond.** Metro Parks has warned visitors to stay away from the water at Lake Watauga in Centennial Park after a suspected cyanobacterial, or blue-green algae, bloom was observed. State officials have collected water samples to determine whether the bloom is producing harmful toxins, while Metro Parks is advising people and pets to avoid contact with the water until testing is complete. - **💰 Mayor Freddie O’Connell files Capital Spending Plan.** On Friday, Mayor Freddie O’Connell filed his fourth Capital Spending Plan. The $544.72 million plan funds capital projects and increased about $13 million compared to last year. If passed, the resolution includes about $107 million for schools, $99 million for transportation (NDOT and WeGo), $44 million for fire and fire facilities, $20 million for water and stormwater, $20 million for technology and communications, $19 million for contingency and the arts, $14 million for parks, $7 million for police, and $2.75 million for libraries.
