Metro Council Rundown (7/16/24)

RESOLUTIONS

  • Late-Filed Resolution (Not Recognized) a resolution condemning the assassination attempt on former president Donald Trump's life, honoring the bravery of Corey Comperatore who died protecting his family, and uplifting “David Dutch, James Copenhaver, and other innocent attendees” who were wounded on Saturday. “...Despite our differences, political violence has no place in our society, and we should instead settle our differences at the ballot box,” reads the resolution. Two council members rejected the sponsor’s request to suspend the rules, and the legislation was not heard during last night’s meeting.
  • RS2024-603 (Passed) A resolution requesting that the Nolensville Pike All-Access Corridor be prioritized as part of the Mayor’s Transit Improvement Plan.

RULES OF PROCEDURE 

  • Rule 13 (Deferred) changes would loosen the procedures around filing legislation by eliminating certain deadlines for late-filed legislation and allowing councilmembers to introduce bills and resolutions during council meetings. Sponsor Benedict will be making changes according to the requests made by colleagues.

BILLS ON FIRST READING

  • BL2024-469 (Deferred) monitoring whether officers and emergency service workers affiliate with hate groups or paramilitary gangs. This bill would “explicitly prohibit posts, ‘likes,’ jokes, memes, retweets, and other statements that advocate racism, violence, misogyny, homophobia, or other kinds of hate or discrimination,” and was deferred for three meetings to check on its constitutionality.

BILLS ON SECOND READING

  • BL2024-343 (Withdrawn) changes to the membership of the Metropolitan Nashville Arts Commission and the process for approving the criteria for awarding funds.
  • BL2024-344 (Passed) changes regarding the selection of members to the Nashville Music, Film, & Entertainment Commission.
  • BL2024-428 (Passed) authorizing the establishment of an East Bank Development Authority. I will be deferred on final reading until August 20th.

BILLS ON THIRD READING

  • BL2024-427 (Passed) placing Mayor O’Connell’s transit referendum and sales tax surcharge on November’s Ballot.
  • BL2024-187 (Passed) adapting blanket zoning changes to allow residential developments in commercial/non-residential zoning districts, with changes to prevent short-term rentals.
  • BL2024-390 (Passed) requiring the Office of Homeless Services to maintain an inventory of homeless service providers throughout Davidson County.
