Metro Council Rundown (8/20/24)

RESOLUTIONS

  • Vision Zero: Passed, a $350,000 sole-source contract with the University of Tennessee–Chattanooga for Vision Zero Plan data analysis and project planning.
  • Building Your Sidewalks: Passed, an NDOT agreement to pay up to $304,275 to reconstruct ADA-compliant sidewalks between the intersections of 2nd Avenue South & Korean Veterans Boulevard and 2nd Avenue South & Molloy Street. (The developer, C.B. Ragland, has agreed to pay the remainder.)
  • Parking Downtown: Passed, a $250,000 purchase agreement to analyze off-street parking conditions downtown and provide signal analytics for the Nashville Department of Transportation and Infrastructure.
  • Save The Children: Passed, a proposal to increase a grant from the Tennessee Office of Criminal Justice Programs by approximately $252,000 to fund four Spanish-speaking Victim Witness Coordinators to work with the Crimes Against Children unit.
  • Voter Registration Machines: Passed, a $13,000 purchasing agreement for voter registration kiosks to be placed in Nashville high schools.
  • Affordable Housing Tax Incentives: Passed, a payment-in-lieu-of-taxes agreement with the developer of a multifamily housing project in East Nashville in exchange for 289 units for low-income families. Metro could waive up to $5M of the developer’s taxes over the next 10 years. 
  • Fortifying Fort Negley: Passed, an agreement of nearly $7 million for Metro to acquire 2.36 acres near Fort Negley for preservation purposes.

  • BL2024-496: Withdrawn for further analysis, a bill to create an Office of Youth Services.

BILLS ON SECOND READING

  • BL2024-476: Deferred one meeting, a change to the Metropolitan Code of Laws regarding the membership of the Metropolitan Nashville Arts Commission and the process for approving the criteria for awarding funds.
  • BL2024-477: Passed as substituted, a bill adding the option for the Board of Ethical Conduct to issue a warning as a repercussion when a Metropolitan Government elected official or board or commission member violates the standards of conduct or a current executive order.
  • BL2024-478: Deferred until October 1st, a bill changing the regulations for  permits regarding “Short term rental property.

BILLS ON THIRD READING

  • BL2023-56 & 57: Passed as substituted, a bill to permit 230 multi-family residential units and gift metro land for a fire station for Pettus Road, and a portion of property located at 8001 Warbler Way near Nolensville Pike. This includes a plan to divert construction traffic in the area.
  • BL2024-448: Passed, a bill finalizing zoning for Antioch’s Global Mall.
  • BL2024-428: Passed as substituted, a bill establishing the East Bank Development
  • BL2024-452: Passed, accepting zoning changes to expand which will expand the Downtown Code to the 30-acre area surrounding the new stadium in the East Bank.
